Survey after the room and event format are known but before the technical scope is locked. Too early, the team does not yet know what the room must support; too late, access, power or sightline problems may appear after equipment and labour have been committed.
Issue a survey record with photographs, measurements, marked routes and named decisions. Every constraint must either enter the scope or be assigned to a person with a deadline.
